I. General Rules

§1

To simplify matters it `s talked about "players and competitors" instead of female and male players/competitors.

§2

Everybody involved in the competitions (players, helpers, organizers, officials, coaches) bind themselves to observe safety regulations. The hosting association has to ensure the safety of the spectators.

§3

Matters of luck or obstacles have to be excluded from all places of competition.

§4

The member association have to agree to the places of competition.

§5

All associations bind themselves to support and stick to the time table.

§6

Intended are the disciplines Dutch Moors, Irish Road Bowling and German Lofting. The order of disciplines is fixed by the organizing association.

§7

The association start with a Youth team (male), a Youth team (female), a Women team and a Senior Men team. In this order they will start for competition.

§8

Teams shall consist of: Youth team (female): 3 competitors and 1 substitute Youth team (male): 3 competitors and 1 substitute Women team: 6 competitors and 1 substitute Senior Men team: 10 competitors and 1 substitute

Youth and Women teams have an age limit. Youth and female players have to have completed their 15th year of life at the 1st of January in the year the competition takes place. Youth players must not have completed their 18th year of life at the 1st of January in the year the competition takes place.

The age of players has to be proved on request of the members of the board.

§11

Youth players are not allowed to start in Senior Men or Women teams.

§12

A jury has to be constituted. The jury consists of 1 representative of each association and the Present of the IBA. This jury decides cases by simply majority, that are not regulated by the competition rules.

§13

The instructions of the referees have to be obeyed in all disciplines.

§14

A list of competitors (including substitute players, team captain and the representative of the jury) must be handed to the organizer 4 weeks before competition starts. Changes are possible. The definite order of play has to be published the day before Competition takes place.

§15

All the players get numbers from the organizers listed in the programme. These numbers have to be worn on the back during competition.

§16

The associations start in the following order of play:

    1. Hosting association
    2. Association that hosts the next competitions
    3. Association that hosts the competitions after the next ones
    4. Association that organized the last competitions



§17

The bowls have to be approver to by the jury or a chosen representative. The bowls shall be provided by the organizing association. At the end of competition the bowls have to be returned to the organizers.

§18

The style of throwing is free.

§19

In all disciplines there will be set up groups consisting of 4 competitors representing each association.

§20

During competition places of competition only have to be entered by the competitors, coaches and helpers of the organizers. Each player is allowed to take two helpers (road showers) with him.

§21

After the referee has signalled that a bowl may be thrown, the player has to do this without delay. Does this not happen the player will be warned by the referee. If the player does not throw after this warning or if he deliberately delays his throw, the player may be suspended from the rest of the competition.

§22

The start referee sets free the first throw of each competitor. This referee has to take care that the playing area is kept free.

§23

Each throw has to be done in forward direction. Miscarried throws that did not pass the starting line may be repeated.

§24

If a bowl is damaged (partly or totally) the throw has to be repeated with another bowl provided by the organizer.

§25

Lost bowls have to be replaced immediately by the organizer. The referee of the group decides the official resting point of this throw.

§26

If the bowl rebounds from an object the referee of the group decides the official resting point of his throw.

§27

If a throw is hindered by a referee, helper, spectator or moving parts (bags, clothes, etc ) the player is allowed to repeat the throw. That does not count if the throw is hindered by the players helpers. If a member of the players association tries to influence the throw in a positive way the official resting point will be at this place.

§28

The point of measurement is the rearmost point of the bowl. It has to be rounded up to 5 centimetres.

§29

If a competitor is injured the substitute will carry out the other throws and finish competition. The combined distance is only valid for the team points. For the individual points it is necessary that all throws have been done by one person.

§30

After a competition in one discipline has ended the organizer has to draw up clearly arranged lists with the names and results of the each competitor. These lists have to be handed to the associations immediately. Within a 2 hour period it is possible to enter protest against the results.

§31

In the individual and the team competitions medals are handed to the competitors. These medals should carry the IBA emblem or the emblem of the organizing association. Advertising is not allowed at the medals.

Individual scores

There is a gold, silver and a bronze medal for each discipline and Each class (Youth, Women, Senior Men).

Team scores

In each discipline will be given each time:
in Youth class:

    6 medals (4 players, 1 substitute, 1 team captain) in gold, silver, bronze and copper

in Womens class:

    8 medals (6 players, 1 substitute, 1 team captain) in gold, silver, bronze and copper

in Senior Men class:

    13 medals (10 players, 2 substitute, 1 team captain) in gold, silver, bronze and copper

The winning team of each discipline will get a challenge cup. Players or teams achieving the same result shall be declared tied in that discipline. The equalization s done in the following places. If one not able to provide the challenge cup, the IBA supplies a new challenge cup at the coasts of this association (approx. 300 DM). Each winner is responsible for the engraving of the cups.

Total scores

Total placing will be decided by a point system. This point system is based on the individual results. In this case the results of the substitutes are valid as well. The winner gets 1 point, the last one gets as many points as competitors have taken part in this competition. All points gained by the competitors of one association are summed up and will lead to the final score.

§32

The medal conferring in the individual and team scores takes place subsequent to the competition on the competition area. The cup for the total winning team is presented to the winners at the closing ceremony.

§33

Training on the places of competition is allowed until the day before the competition takes place, as far as this possible. Training facilities must be provided, for example on other places.

§34

Training at the day of competition on the competition place leads to disqualification.
